Has been described recently revised Pharmaceutical Affairs Law, Article 2.2, “the pharmacist” means a person who is responsible for the “pharmaceutical affairs”, which is the work on pharmaceuticals (including Korean Herbal preparations) except for Korean Traditional Medicine. The “pharmaceutical affairs” is described in more detail on the pharmaceutical Affairs Law, Article 2.1, which is the matter of manufacturing, dispensing, verification, storage. importation, sales, and technology of both pharmaceuticals and quasi-pharmaceuticals. Thus, the role of pharmacist is improvement of public health care by helping all the tasks related to both pharmaceuticals and quasi-pharmaceuticals.
“Korean Herbal Preparations” are the pharmaceuticals manufactured by compounding of Korean Traditional Medicine according to the principles of Korean Medicine iin the Law. Thus, the pharmacist is a person to develop and sale the preparations according to the Law.
Based on the above legal description of the pharmacist and his/her role, the functions of the pharmacist are classified into the following 3 categories.
function of the pharmacist is drug development. The drug development is the task of research and development of pharmaceuticals. Recently the government announced that the development of biopharmaceuticals is one of the top 5 future growing power industries, which means drug development is the major industry in Korea and the government is willing to sponsor for global new drug development, and the pharmacist has been on important role in this regards.
function of the pharmacist is drug manufacturing. Pharmaceutical manufacturing is expanded from traditional chemical drug to biopharmaceuticals. In particular, the highly specialized pharmacist is essential along with basic scientists because higher professionalism is required in manufacture of biopharmaceuticals.
In addition, both the production managing pharmacist and the safety managing officer have an important role in pharmaceutical industry to manufacture good pharmaceuticals through the GMP and GLP systems.
function of the pharmacist is drug utilization. Drug utilization ranges from supply of pharmaceuticals to distribution of medication to the patient. The pharmacist here includes a wholesaler, and a community and a hospital pharmacist working for patient care. Six-year pharmacy education reform was established in 2009 especially for a community and a hospital pharmacist to improve their competency in pharmacy practice.
In public services area of pharmacy administration, a pharmacist has a very important role, who is working at the Department of Health and Human Services, the Food and Drug Administration, HIRA, and community healthcare centers located in each province, city, and district. A role of pharmacist reaches various areas related to public health; production distribution and medication management of narcotics, production and sales of health functional food, research and development of functional cosmetics, production and distribution management of drugs for animals, and tasks on medical devices and agricultural chemicals.
